Cromwell House: The New Winchester Health Hub Supporting the Delivery of Local Integrated Care

Hampshire and Isle of Wight Healthcare NHS Foundation Trust is creating a new health hub in central Winchester that will bring several services together in one place, improving access for patients, supporting staff and helping to deliver more joined-up care for local communities.

Cromwell House, on Andover Road, will be fully refurbished to provide modern, flexible clinical space and a better working environment for staff. The new site will replace existing premises across Winchester, including Avalon House, which no longer meet service needs. It is due to open to patients by Autumn 2025.

Services moving to the new hub include community clinics, learning disability team, community mental health team, school nurses, health visitors and integrated community care team.

The move supports the Trust’s 2025–2030 strategy, which commits to delivering care closer to home, improving patient experience and supporting staff through better facilities and smarter ways of working. Bringing services together under one roof will also help strengthen team working and reduce the complexity for patients who need to access multiple services.

It also supports the priorities set out in the government’s 10-year plan by shifting more care into the community, making services more accessible and joined-up and helping to deliver personalised, preventative care closer to home.

Nicky MacDonald, Managing Director for the Mid and North Division at Hampshire and Isle of Wight Healthcare NHS Foundation Trust, said: “This is a major step in delivering on our strategy to provide high-quality, local care in environments that work for both patients and staff. Cromwell House will give us the space and flexibility to meet growing demand, improve access and create a better day-to-day experience for people who use our services.”

The building will include over 30 clinic rooms, improved waiting areas and dedicated space for staff. It is well-located for public transport and includes on-site parking. The building is being fitted out by development manager Ethos Property, with construction led by Amiri. The project is supported by CBRE.

Emma Lockey, Director at CBRE Southampton, said: “Cromwell House provided the perfect location and opportunity for the Trust to consolidate services and personnel in one central site. This agreement is the culmination of several years of hard work on all sides, and we are proud to be able to secure a site that will improve patient care in Winchester and the surrounding areas.”

Christos Demetriou, Managing Director of Ethos Property, said: “Working collaboratively with the NHS and the professional and construction team to deliver a turnkey solution for local NHS services, has been extremely meaningful. This project has allowed Hampshire and IoW Healthcare Trust to consolidate their local services to facilitate both cost and operational efficiencies while creating a welcoming, future-proofed environment for patients and staff alike. It stands as a testament to what can be achieved through shared purpose, clear vision and committed partnership – delivering not just a building, but real, lasting impact for the community.”

Managing Director of Amiri, Jon Daines, added: “We’re excited to see this project come to life and proud that it will become such a valuable resource for the local NHS Trust and community. We can’t wait to see the finished result.”
