Project Overview

Design and build of the Civil Engineering Training Centre (CETC) at Fareham College.

A landmark facility designed to address the regional shortage of skilled construction professionals and home to the College’s pioneering Civil Engineering and Groundworks Apprenticeship (CEGA), CETC will deliver more than 1,600 groundworks and civil engineering apprenticeships within its first five years. The 1,008 m² state-of-the-art facility includes indoor teaching spaces alongside 5,000 m² of live outdoor construction-site training areas and a 3,600 m² CPCS Test Centre, enabling students to gain experience in real-world working environments.

Located within the active Daedalus business park, close to the Fareham Innovation Centre, CEMAST site and Daedalus Airfield, the project required exceptional planning and coordination. With shared access routes and multiple stakeholders, site logistics and construction methodology were critical to success in terms of planning, quality and cost control.

The project received over £2.8 million of funding from the Solent Local Enterprise Partnership (LEP) and achieved a BREEAM Very Good rating, reflecting both its environmental performance and social value.

Key Challenges & Solutions

Delivering a Major Construction Project on a Live and Logistically Complex Site: With the site situated on an operational business park and adjacent to other active educational facilities, ensuring safe access and minimal disruption was vital.

Amiri implemented a detailed logistics plan, coordinating with Fareham College, local businesses, and Daedalus Airfield to schedule deliveries and control access. A strict traffic management system and phased construction ensured safety and continuity throughout.

Coordinating a Multi-Stakeholder, Collaborative Client Team: The project brought together 16 employers, the LEP, and the College, requiring a unified approach to design, funding, and delivery.

Amiri facilitated regular stakeholder engagement meetings and adopted a collaborative working model. Notably, one of the lead groundwork contractors acted both as a client representative and a subcontractor – exemplifying the project’s partnership ethos.

Embedding Sustainability and Social Value into the Construction Process: CETC was designed to embody environmental responsibility and community engagement.

Amiri introduced a recycling awareness initiative, where subcontractors sponsored skips to reduce unnecessary waste. Collaboration with local charities, including Gosport Men’s Shed, enabled the reuse and recycling of 7.8 tonnes of wood, achieving a 59% reuse rate and saving £268.40 in disposal costs. The facility also promotes ongoing research and training in the use of recycled materials within the construction industry.

Project Outcomes

CETC represents a truly collaborative achievement between Fareham College, the LEP, and 16 local civil engineering employers united under the Solent Civil Engineering Employer Group (SCEEG). The partnership was formed in direct response to an LEP report identifying skills shortages as a barrier to regional construction growth.

Together, this consortium delivered a training facility that is transforming the future of the civil engineering industry. Over its first five years, CETC will support:

  • 1,665 apprenticeships across Levels 2 -6
  • 3,605 professional course places
  • Guaranteed job interviews for graduates, competitive salaries during training, and completion bonuses

Employers participating in the programme have signed an Employers’ Charter, committing to uphold the highest standards in apprentice welfare, training quality, and the contribution of resources, plant, and equipment to support tuition.

The result is a forward-thinking facility that not only trains apprentices but also provides a replicable model of best practice for the sector. The CETC initiative has already attracted interest from national and international organisations conducting fact-finding visits to benchmark its success.
